Check the authority on the OUTQ as well. If it was configured as a restricted out queue it could be causing your error.

The person has *CHANGE authority to the device in question.
Been awhile since our help desk has had the turnover where I've had to put
a new person in this position...
Changing the *CHANGE authority of the person to *ALL on this object
worked. However we have a lot of printers and will have more so changing
them all is not a desired solution.
