I haven't followed the thread completely, but if the report writing will be done by someone with DB knowledge and you want to deploy to a web interface for ease of use and management then take a serious look at JasperReports and JasperReport Server. The UI designer, iReport is easy to use and the report server runs in Tomcat which is drop dead easy to install and run on the i.

I wrote a series of articles on using JasperReports on IBM i in iProDeveloper starting in January of this year (http://www.iprodeveloper-edition.com/iprodeveloper/201301?pg=30#pg30) You'll need a subscription to view the article. Also I have done similar sessions at Common on JasperReports and IBM i.

It's worth a look and it's open source and free (but if you insist on paying and want commercial support, JasperSoft has a commercial edition as well).

ould have to have an ISeries background, as opposed to someone with only
SQL Server background (who would be more able to work in Bus. Objects).

Of course, costs are going to be less with anything other than BO,. But
they already are paying for the Crystal Reports.
