Somewhere at that site I saw:
This is the configuration that most users will use. You need at least
a driver, upsd, and upsmon running.
So I ran
ps -ef|grep ups
and all that was returned was:

hqlinux2:~ # ps -ef|grep ups
root 3423 1 0 07:38 ? 00:00:00 /usr/sbin/cupsd
root 19530 19324 0 10:38 pts/0 00:00:00 grep ups

cupsd is an unrelated printing thing.
