The rumor at the times was that IBM dumped OS/2 because Global Services was making more money fixing Windows than OS/2 was bringing in. While this may or may not have been the first time that IBM put the cart before the horse, it was certainly the turning point at which they decided this was a good thing.
Just imagine how the universal acceptance of IBM i would hurt consulting organizations everywhere. The only solution seems to be to sell Rochester to a company that only sells hardware and software, not services. And it would not hurt if they already had several product lines with "i" in the name.
