Those are not /groups/ so I am not sure why they would be perceived as such.? In a cursory review, the latter is merely some code changes that implement capabilities for the former [or its requisite SI49337]. The PTF coverletters easily can be reviewed from the IBM site and a link to the PTFs easily found in a web search, then in review, the decision could be made if the described function is desirable to obtain; the former PTF directs the reader to the DeveloperWorks wiki for more details. However in my cursory review, I see there are already supersedes; at least one, including fixes to previously added functionality, so if applying PTFs that are not on a cumulative, then might just as well get the latest. Note: When viewing the PTF, a "superseded by" link will appear, and then that more recent PTF can be viewed for what that PTF and what superseded PTFs it includes.
