I've done at least one V5R4 to V7R1 upgrade project (4 systems, 8
partitions) where the development team avoided reading the MTU or taking
much interest in the upgrade at all on the basis that it was an
"operational task". This was primarily driven by the Development Manager.

My favourite bit was restoring a program library from a previously upgraded
system onto a just upgraded system at 01:00 in the morning to deal with
program conversion issues. The post mortem from that upgrade got some
buy-in (finally).

Sometimes the Operations guys just can;t get any traction with the
Development guys when they think they have better things to do and think
about.

reviewed the MTU for both 6.1 and 7.1 prior to the upgrade...
