I had a similar issue last year when I had to transfer core licenses from Power5 to Power7 system, below our some notes. A separate group at IBM, key center, handled the transfer process.
"The 5051 has been activated on the target machine ######## (serial number). The key is now available on the ESS website www.ibm.com/eserver/ess.
Unfortunately here in the key center we do not know exactly, if the last processor on donor system ####### (serial number) can be transferred. Please contact the team in Rochester directly rchalpr@xxxxxxxxxx.

I think we are at the bottom of the problem. You would received instructions on how to activate the second core from IBM. There is a procedure you have to do to make the FSP aware of the fact that it should allow the second processor to activate. Until that is done, you have a single core system. Contact IBM hardware support and your business partner and give them the opportunity to correct the
situation. Have the proof of entitlements etc that you would have
gotten from IBM available when you call. Getting that code is not a simple deal so give it a couple of days to get done.

Best I could figure out is that I saw on the system that we had licenses for 2 cores. I don't know if I stated earlier, but the box was shipped with one active core, and we recently purchased the license for a 2nd core.
