One method of obtaining the programs using the file would be to run the command:
DSPPGMREF PGM(MYLIB/*ALL) OBJTYPE(*ALL) output(*outfile) outfile(qtemp/oufile)

Outfile can be queried looking for the file in question. The columns to check would be where WHFNAM = your file and WHOBJT = 'F'

To set the size, use
chgpf mylib/myfile size(*nomax)
