What is your definition of "should". E.g. "jobs submitted . . . should
not conflict with those of other"
Do you mean "not want to run jobs concurrently because jobs will
conflict with each other"
Or do you mean "it is okay to run jobs concurrently because jobs will
NOT conflict with each other"
The answer depends on your meaning.
