Virtualizing External LTO with TR2 and above

I was reading on line that with V7R1 and TR2 you can virtualize an External
LTO Tape Drive in a IBM i with IBM i Guest Partitions. If I read it
correctly you simply vary it off where it is vary it on where you want it.
sound good for a manual operation or a timed set of cmds.

So if I needed to send a cmd to another partition what is the best way?
Assuming I don't need to wait for a specific time to save LPAR B and LPAR C
