Almost all of my training has been on *my* dime and *my* time, not company
time, and since much of it was before the internet came into play, it was
from mentoring by other employees, books, and studying existing code written
by others.
Since 1989 I have been a consultant, but even prior to that time I rarely
had a employer willing to pay for me to attend conferences and/or training
with any frequency.

Perhaps. But I don't claim to understand other cultures and whether or
not they are interested in furthering their own education, at their own
expense.
And there are many onshore companies that are a bit stingy when it comes
to education.
And there are many onshore employees that if offered all expense paid
training would turn it down if it involved anything (travel included)
outside of normal working hours.
