The APAR is indeed SE54951. Haven't applied or tested the PTFs yet.

Thanks Sue. I was willing to bet they won't create a test PTF without an
APAR. Even if the APAR is only available internally (yet the APAR number is
available to the customer opening the PMR).

For debugging an SQL UDF (nothing to do with external UDFs) I will guess
you are looking for SE54951 that has test PTF SI49512 released.
I don't think this has risen to the level of an APAR yet. It took the
IBM
guy a week to find out if there was a PTF being worked on, cause he
couldn't
find any reports either.
