DOH! I forgot he mentioned pinging the NIC's.
If he can ping the NICs then, as you've said, that implies TCP/IP is
running. Then I would think that it's not wholly in a restricted state.
Perhaps something like
ftp myibmi
quote rcmd dspjob output(*print)
if that works
quote rcmd strsbs qinter
perhaps some backup or some other qinter killing process kicked in?
If ftp is out then RMTCMD from a PC dos prompt may work.
