You can control that in the backup policy (which is what the entry you point out is doing) or stop it altogether with *NONE in that field at the control group. (option 8, scroll down 1 page) You can stop is globally (bad idea for recovery) by changing the back up policy.

To add what it does in the control group, use SAVMEDIBRM to back up QUSRBRM and the balance of the recovery information at the end of the tape.

I highly suggest you manage that at the control group level rather than change the defaults.

This way I can still keep the ftp as a step in the control group - just
following this new step. Otherwise I have to look at things like Advanced
Job Scheduler to ensure that this job is done before starting the ftp. Or
if I do stuff like a separate job in the regular job scheduler I have to
worry about when the first job takes longer, or if someone holds or
changes the start time in the first job, etc.
