I had the same problem and resolved it a few months ago.
I used the instructions in here for Start>Run>gpedit.msc
It worked well for me.

You need to re-map those keys in the Citrix client software ... here are

I found it with a google search for "conflict between citrix and client
access function keys" (without quotes), this was the second result returned
by Google.
