If you went to a restaurant five years ago, and they said they were out of food, would you still be hungry? Or would you have figured another way to get food. Or come back and ask again.
You don't need IBM for a user group, you need users. Get a few users together, have them come to your office, and get a few pizzas (or something), and you have a user group.

The local user group in the San Francisco folded a number of years ago also.
It was truly a shame, because there are still lots of shops there running on the Rochester based platform.
When I moved to Texas 5 1/2 years ago, there was an effort to get a group started in the San Antonio area. When we inquired of IBM as to the availability of getting a liaison assigned to assist us, we were told that we could use somebody in Dallas. Our next question was to ask if that person would be allowed a travel budget to come to San Antonio for one or two meetings a month.
The question remains unanswered, 5 years hence.
