SRC B90036A0 during OS/400 IPL - Directory Recovery step

We are getting SRC B90036A0 during the OS/400 IP on our 9407-515 running V5R4.
It seems to occur during the directory recovery step, 31 of 48.
The IPL status screen shows SRC C900 2AA5 20 AC 0010.

We did a power down and full IPL after developers reported betting MCH3402 errors using PDM.

I have gone through the IPL recovery steps from the "B" SRC code.

* Cleared all output queues, job queues and incomplete job logs.

* Reduced QMCHPOOL from 181816 to 150000

* Verified QCTL as the QCTLSBSD system value

* Increased the QPWRDWNLMT from 900 to 1800

This is a development box so we don't have IBM maintenance on it.
I'm getting pricing on a new contract now.

But I'm hoping someone on the list might provide other troubleshooting information or have seen this problem before.
