Subject: No Authority to Objects Needed For File

I have a file that exists in multiple libraries. I've written a CL that adds a member to that file. When I run the CL using the file from one library, everything works fine. However, when I run the program using the file from any other library, I get the CPD3232 error referenced in the subject line. Authority for each copy of the file in each library appears to me to be identical. Public *ALL, *group *PGMRGROUP *ALL. Hitting F11 to show the object and data authority also shows the same thing for each version of the file. The authority levels on the libraries also all seem to be the same. What am I missing?
