IBM already gave me an ISO to download that already has MF99005 included,
and I have done the DSPPTF. Just waiting for IBM to review it to see if
there's anyway to resolve this WITHOUT the SLIP load if LIC.

I would do a DSPPTF to some sort of output before slipping the lic.
In addition to the cume, MF99005 and TR5 I would also reinstall all group
ptf's.

If you're going to slip the lic, may I suggest ordering a new resave with
TR5 already applied?

You can get that at ESS
http://www.ibm.com/eserver/ess/
or at
