That is precisely what the *OUTFILE capability on DSPPGMREF is for -- so you can DSPPGMREF *ALL programs in a given library, then query over the *OUTFILE to find all programs that use a given file.

Or, you could do a FNDSTRPDM to find the file name in the source ....?
