Let me rephrase....

If you have good admins, if you don't have access to the IBM provided
commands you won't have access to the APIs either. As APIs are no
"backdoors" around a properly secured system.

On the other hand if you have bad admins who don't don't really
understand how to secure the system, then the API might very well
work. :)

I'd expect the API to fail however, are you checking for errors?

You might let your manager run the program you've created.
