We have a commercial forms product called iForms that can be used to generate spool file based form documents as well as database driven forms and documents.
The server component is Java based so can run natively on the iSeries or on a Windows server depending on the customers box overhead and desires.
We render directly to PDF and then print natively or via Windows drivers, again depending on the customer need.
Couldn't tell you about the Infoprint Designer. Never used it :-)

Has anyone gotten InfoPrint Designer pc client to run on Win 7?
The install instructions are many years old, and so far the pc install fails (another tech trying).
Has anyone found a replacement product (that does not insert some win server into the processing mix). We are using InfoPrint Designer to maintain hundreds of forms, not using InfoPrint Server, and need to not have to re-invent it all.
The requirement to keep the forms printing on the system is that it is all tied into an i-based archive & imaging process.
