I interpret the phrase:

"Minimum cumulative package level"

(in the context of applying a particular group PTF), to mean:

"Minimum cumulative package level required to install this particular group PTF".

That is something rather different from "The latest cumulative package ..."

So either the CUME level on the CUME page is wrong or the one mentioned in
