I just ordered all the latest groups and ptf's. I am contacting my BP to
see if I can get a physical respin E copy. Does TR4 have to go on first or
can it be lumped in with all the rest of the updates.

Even if you got resave E and did that section of the Infocenter you may
get MF99004 but you may be missing a bunch of prereq's and coreq's sent
with SF99707.

I spoke with Steve Will at COMMON and got verification that TRs are
cumulative as well so even if you are at the base version just adding TR4
would get you up-to-date.

No. It will not. Definitely. Bet the farm on it.
Basically there are two ways to get to a certain level.
One: Start out with latest refresh (E).
Two: Start out with an earlier refresh and order TR4.
