I'm not sure what your driving at, but both V6 and V7 are stable solid releases.

While IBM would clearly like to see everyone get to V7 as soon as they can, they still support V5R4 (for a limited time now) and V6. PTFs are built for each system. If an error is found that needs to be corrected in all of the environments they develop the fix, test, and release it usually in order. Most of the time a single developer or maybe a pair of them work on the fixes, hence Dawn's comment about one at a time.

The group PTFs are done much the same way, schedule one at a time, get them through testing and release them.

There is not a "Beta" test done with PTFs like they tend to do with a full version Release, so I'm not sure where your going with that. PTFs are fully tested prior to release, but that is different than a Beta test.

Where's the FUD? No one is trying to hide anything or discourage the use of one level over another, rather they discuss the advantages of the upgrade.
