Does PWRDWNSYS RESTART(*YES) actually power down the drives? I was under the impression it was a software power-down only; the hardware may be issued a 'reset' command, but that's about it.

With 'modern' equipment one of the IPL options (the current default?) is to not perform any hardware diagnostics and just reboot the software (unless the system detects hardware changes).
