Is there a clean method for placing any and all reports on hold when a user is in a test environment?

I would prefer NOT having CL polluted with statements such as

IF(&ENVR = "TEST") OVRPRTF REPORTABC hold(*YES) for each report.


Maybe something like this made-up command that doesn't exist at the top of each CL:

IF(&ENVR = "TEST") CHGJOB holdAllSpoolFiles(*YES)


Any good ideas how to handle this more elegantly?
