For the record, I just went to lunch, and when I got back this error didn't appear. It was back to the SQL0104 message that had driven us to install Client Access 6.1 on the server in the first place.
Eventually, I had Client Access SI42423 applied to the server and it started working.

OK, so we got the updated Client Access installed. Finally got the binding redirect to work and now we get this weird message on the traditional ASP.net error page. Google was stumped. Any ideas?

On a whim, I decided to try my own luck with a Google web search.

While others were listed, the first listed was an APAR SE37122 with a date displayed, that was within a year, which might be of interest; i.e.
"May 11, 2011 - UnauthorizedAccessException: Access to the path is denied. System. ... IBM.Data.DB2.iSeries.iDB2NamedEvent..ctor(String
