This may not help your particular situation, but doing a CPYLIB DATA(*NO) will create all of you data files without data.

Is there any way to restore just the file structures of files in a library without restoring the data too ? The only way that I know to do that is to restore the files with the data then save them with the
STG(*FREE) option. That could require a lot more disk space than is available. Surely there is a less painful way to do this.
