The group PTF for the Technology Refresh is SF99707, but the actual PTF is MF9900x (where x is the TR number).

Has anyone else applied this? After applying it to my test LPAR it still shows Technology Refresh at Level 3. It is permanently applied so my assumption (bad word I know) was that WRKPTFGRP would show TR @ level 4?

Read the cover letter on MF99004 carefully:
It supersedes 738 MF PTFs (Possibly a record!)
A SAVSYS is requested (I would say REQUIRED) before applying this PTF.
It requires ALL MF PTFs be permanently applied prior to itself being applied.
It also must be permanently applied.
If you are upgrading from an image catalog this PTF must be on the image catalog.
It may change sysval QPRCMLTTSK or processor multitasking mode.
