Did you see the big red letters saying "For required action before
installing V6R1M0 service packs available after July 1, 2009, click
here."?
Clicking there will show you something like:

I 'assume' this applies to 7.1 also.

And, those were getting to the point that IBM wanted you to run it as an
administrator. I started rolling on the floor crying and screaming
because how the blazes are users supposed to use "Check Service Level" if
the darn thing is not going to install right? And we're not just talking
Win 7 here.
