IIRC, the power companies can play games with voltage (ie lower it) to let less power feed more users-- a "brownout."

I also remember something about the power companies playing with voltage and current to prevent heating the transmission lines during heavy use, or, in winter, to purposely -heat- the lines when an ice or snow storm is predicted-- cheaper to burn some power to de-ice the lines, rather than have a line snap and cut off power to who knows how many users. Or so I remember.
