I leave my system at the default of CHGIPLA STRTCP(*YES) and in my QSTRUPPGM I have code that checks each of the TCP interfaces. I start non-network related functions 1st and then my CHKTCPIFC code. This does short waits and loops until at least one interface is active. After that it drops into the remaining code. If none of the interfaces go active within a given time I drop down to an alternate point in the code.
This way I have the underlying initial TCP functions available very early on the IMPL but my network dependant apps wait until everything is ready.

Subject: IPL Processing Sequence
Does anyone know where I can find a description of the sequence of steps
and when they get processed during an IPL? I have some OS maintenance I
want to do during the QSTRUP program, some of which affects exit point
registration. I'm finding that some server functions are getting started
before I can complete what I need to do in the QSTRUP and the results are
not always pretty. It would help to know what is happening during the IPL
at each stage and what triggers each event to happen.
