I don't understand exactly, what you want to acomplish. Calling a procedure of a Serviceprogramm will notice anyway, if the needed import is resolvable at the moment it is called and the resulted error could be catched by a monitor group to react to the situation. The resolution will be twice, first time at Activation Time and second time calling the procedure, but the underlaying Procedure Pointer could not change between Activation and call.
Using dynamic activation with the APIs (you will find a ServiceProgramm at my German Freeware site http://bender-dv.de/Snippets.html#PROCP4NAME ) you would get a better controll of this process, because the initial Activation of the process could be better controlled, using the Activation Api, but you won't get full controll, because there is no API to reactivate an already activated programm (as far as I know) and RCLACTGRP does more, than wanted in this situation, deactivating all stuff running in this Activation Group. But if someone has reclaimed an Activation Group the APIs could rebind all Serviceprogramms at the next call, reacting to the MCH message for the not longer resolvable reference (I didn't work with deferred binding and I don't know how it would behave in this situation).
