It wasn't a painless migration, and it took quite some time to get our
users all synced. At one time we had two dozen as/400's scattered all
over. Our first effort was enforcing that all security had to come
through our BOFH. We wanted to make sure that ROB on systema was the same
ROB on systemb. Then we had this system which somehow made sense at the
time that ROB78 could get into the data for company 78 but he had to sign
on as ROB65 to get into the data for company 65. We fixed that with
authorization lists and dropped the ##'s. That made it much easier to
sync windows with the i. Then we had a few users who liked to keep their
passwords different. We dabbled a little with SSO and EIM so that killed
most of that. TIM was the final straw on that.
Remember, the only thing constant is change. You can change corporate
policy.

But your option of prompt as needed is probably as close as you're going
to come without syncing your user ids and passwords.
