Not installed often means they were all loaded and set to apply at the
next IPL. Just that someone forgot to IPL. However, you can see at
http://www-912.ibm.com/s_dir/sline003.NSF/GroupPTFs?OpenView&Start=1&Count=30&Expand=3#3
that the current hiper group is at 165 and your IPL will only bring you up
to 118. That's 47 levels behind.

I'd reorder all V5R4 group ptf's before I'd do the IPL. Don't rely on any
media you have laying around - it's dated.

Perhaps you tried your IPL - just something abnormal happened. Like that
which may be shown in
DSPSYSVAL SYSVAL(QABNORMSW)
That will stop any group ptf's from applying. Then again, you could
always pick any ptf in DSPPTF that shows up as not applied and look at the
date/time. If that is greater than the start date/time on subsystem QCTL
(or whatever shows up in DSPSYSVAL QCTLSBSD) then, yes, the IPL was
forgotten.

Fix Central will still allow you to order these on media for V5R4. Or you
can get them via FTP. For awhile IBM used to send their media out via
taping it on the back of a turtle in Boulder and pointing it in your
direction. However, they are now arriving next day so I am finding that
getting the media is less stress than monitoring the ftp downloads. Your
choice. I still use image catalogs to get them loaded. It's a nice way
to make sure the media isn't bad.
