IIRC that happened to a couple of *SQLPKG when I did the upgrade myself.
(our Cognos guy was going nuts lol)

It's a stretch but I have seen some weirdness happen in *SQLPKG types on
an upgrade. Usually I delete them (they recreate automatically) and see
if that fixes it.

XP, so that might be the difference.
