Plug in the dates in January, and you're done for the year.

Better yet, just have your program check whether the date is one of
the possible time change dates. There are only 7 possible "spring
forward" dates and only 7 possible "fall back" dates:

Mar 8, Nov 1
Mar 14, Nov 7
Mar 13, Nov 6
Mar 12, Nov 5
Mar 11, Nov 4
Mar 10, Nov 3
Mar 9, Nov 2

You will only ever have to change these if the rules change (as they
did in 2007).
