The internal search function is temporarily non-functional. The current search engine is no longer viable and we are researching alternatives.
As a stop gap measure, we are using Google's custom search engine service.

Not sure if it was the order of the parameters or the format of the
date (or both). But I changed the date format to ISO and kept the time
format at ISO. I then reordered the parameters to the same order that
I had the insert statement defined as and it worked!
Thanks all for your feedback and the bounce-off to get this figured out.
