Um, no, you do not have this right... Field Procedures are new with 7.1

Since IBM i OS 7.1 was announced in April 2010, it's safe to say you would have seen many articles about 7.1 features early this year...

talking to a colleague, he says he needs a "before column read trigger" so
that encrypted credit card data can be decrypted under conditions specified
in the exit program.
