What message(s) are in the active or spooled joblog of the "job &5/&4/&3 at the target system" according to the CPF8916 in the job requesting the STRPASTHR?

Depending on how conversations are maintained [IIRC, an attribute of the job], the target job may be active versus being ended with joblog spooled, so looking only for a joblog may not assist; besides, with a specific job name given, WRKJOB of the named job is most appropriate.

If there is no active joblog nor any spooled joblog for a job by that name [as given by CPF8916] on the target system, then have the work management configuration changed at the target system to ensure the joblog is\will be spooled per LOG(4 0 *SECLVL). If there is no error recorded in the spooled joblog, as noted there will be in the CPF8916, then report the error to your service provider; though still could be a usage error for an exit program removing the message(s) that the system programs log.

If this helps, they force certain vendors to certain virtual
devices. To be honest, not sure how they accomplish that.

While someone pointed out registration exit for auto configuration, the DSPT [Display Station PassThru] feature potential also is controlled by an exit program designated by QRMTSIGN system value. This could be the means to control some access at the target system. Note the following document showing some comm\dspt related PTFs for 6.1; notably SI43285 for a failure with remote signon exit feature possibly failing.
