The browser could present a file upload dialog, and upload the file.
Unlike a 5250 emulator, a web browser has this capability built-in.

I was thinking the same thing. If the alternative is writing a Windows application and invoking it from the emulator then perhaps you might as well write a browser application to maintain Job Tickets and include file attachment capability to that.

We do this so routinely that we wrote a file attachment utility to attach files to virtually any record in our entire database. Don't license a stand-alone document management product. Just build document management into baseline systems.

If anyone might be interested in wading through the first 3 1/2 minutes of a quick-paced promotional video of our Grade Book application for school teachers, it shows our file attachment utility in action. A teacher of a computer science class attaches the "Intro to RPG.pdf" to a class assignment record.

We're actually looking for opportunities to license our portal which incorporates this utility.

Although Robert asked only about attaching files, it follows that people will subsequently need to retrieve them. That's another point in favor of a browser application. Just find the Job Ticket in question and click on attached files to view or download. Sometimes security comes into play. How would you manage security of the "Job Tickets" directory? Our portal provides a means of authorizing users to menu items, and even record-level authorizations.
