The data queue processing program will *always* run in a batch subsystem.
What I was looking for was a way to guarantee that the program that submitted
the batch program (which needs to do some setup first) will always be the latest
version when called from the trigger.

Paul Morgan came up with the suggestion that I use a dynamic call instead of
static and I am leaning toward that solution.

Do not start the data queue program from the trigger!

You end the data queue program because you want to replace with a newer
model.  But before you get it in there the trigger sees it is not running
and starts it again.
Or, you end the data queue program because you're about to start some
dedicated process:  backup, monthend, etc.  Same thing.


Now, on to the question.  If you want to always use the new program and do
not want to use the independent data queue approach, then you start
getting into technical stuff like: setting on LR in RPG, using different
activation groups, etc.
