Problem with starting HTTP server

I am running the following command

STRTCPSVR SERVER(*HTTP) HTTPSVR(*ADMIN)

And the following messages appear in the job log. As far as I know CCSID 819 is ASCII so I am not sure why it displays reason code 5 (05 -- The CCSID value specified on the CHGHTTPA command is not a valid ASCII CCSID).

Below are some relevant system values. Has anybody encountered similar problems with starting the HTTP server (*ADMIN)
