Yes, maybe, but that was the snake oil sold back in those days when IBM's
software was about the only game in town. You're a manufacturer? Buy MAPICS.
A distributor? DMAS. And everybody's favorite for contractors, CMAS, written
in that wonderful WSU product.
Everybody did mods back then, and when new versions were release, we did the
mods all over again. It's how many people stayed employed in the midrange
space.
We all know guys who took their mods expertise into the consulting arena, as
well as to create bolt-ons to the IBM packaged software.

That is only one of the reasons that one should be reluctant to modify a
package. Been there, done that.
Probably not comparable, but I had a similar situation back on the S/36
(security modules). Took me less than an hour to break their encryption
(which was, admittedly, lame even for a /36), and the rest of the day to
write a replacement (which, I say modestly, was better than theirs).

I talked to a fellow in the Chicago area yesterday. His company is using
BPCS, and like many other firms, is heavily modified, and because of the
outrageous pricing on maintenance, chose to drop the maintenance.
They are currently negotiating with Infor to get what the pieces of the
security component (non observable) they need to upgrade to V6R1. Infor
started with a price of 3.5 million, and has come down to 1.5, and then has
dug in its heels at $300K.
His alternative is to pay for maintenance on V5R4 at the rate of about $50K
per year while they find a solution to take them off the platform.

I have no special knowledge, but I'd bet in the fall IBM announces end
of support of V5R4 for fall 2012.
I get the feeling IBM is weighing the decision based on the number of
users who could not move to V6R1, which seemed to usually be due to
vendor software issues.
I think the best thing they could do is to announce end of support and
get the last stragglers moving.
