Yes, this is limited to systems using external storage.
If you saw Steve Will's presentation "IBM i - Today, Tomorrow, and
Beyond" (given at COMMON and other events), you will find that partition
mobility is in i's roadmap. Partition mobility requires external storage.
You can imagine that the ability to suspend a partition is but one step in
the direction to supporting partition mobility.

So, is this limited to blades and those using SANs?
• The logical partition must be configured to use all virtual I/O
(i.e., the virtual I/O server is required and you must be using external
storage)

In the FWIW category, I applied the latest group PTFs for V7R1 earlier
this
week. There were a number of PTF cover letters that stated something
about
enabling hibernation. I remember having the thought "OK, hibernate a
workstation is one thing, but hibernate a server?"
That is the sum total knowledge I have regarding hibernation on the i.
