IFS Permissions and Authorization Lists

I have a subdirectory on the IFS that I want one user to have *ALL authority
and all other users to have Read-Only.

I set up an authorization list for this subdirectory and did a CHGAUT, but
it seems to have NO effect.

I even changed the authorization list to PUBLIC *EXCLUDE, with NO effect.

WTF?
