Because DRAWER(1) is the default, when IBM created the MFRTYPMDL(*HPxx) they sent drawer 1 to whatever was expected to be the default on the printer.

Most HP printers use drawer 1 for the manual sheet feed tray. And drawer 2 is the "normal" paper tray, so IBM defaults DRAWER(1) to go to drawer 2 on the printer...

You can change this by creating a WSCST object for your printer, and tweaking the hex codes for the drawers.
