IIRC the request to OVRPRTF [or CHGPRTF] to effect SPOOL(*NO) [and DEV() to properly direct] allows writing directly to the device via the printer file, rather than spooling; no spooling\writer subsystem required, and in fact a writer must not be active to the device for SPOOL(*NO) to function.
