FWiW, a SWAG: I expect that most likely if\when the culprit is determined, that with a similar review of the history [as that quoted above; even if from QSYSOPR vs QHST] will again show the CPI1466 "Job holds large number of locks." And that the job responsible for those CPI1466 messages will be found to be both the job holding the conflicting lock on the *FILE and to have been performing a SAVLIB or SAVOBJ [as origin for the conflicting lock] which includes the *FILE object that is unable to be opened. If the save activity in that job can be confirmed, that may be enough to setup a recreate and\or conclude that a save is a\the cause.
